Humanitarian corridor for Ukraine

45 civil society organizations from different European countries including Ukraine requested relevant UN, EU structures and humanitarian institutions to urgently support and set up of an uninterrupted supply chain of humanitarian assistance to the affected populations within the country, and to establish safe humanitarian corridors to evacuate civilians from Ukraine.

On 24 February 2022, the Russian Federation launched a large-scale invasion of Ukraine, targeting several large cities including Kyiv, Kharkiv, Kherson, Mariupol and Zhitomyr, and bombing neighbourhoods within those areas, inevitably resulting in countless civilian deaths. The escalating war actions are causing tremendous humanitarian crises affecting millions of people. Those staying in cities and villages in Ukraine are in urgent need of warm shelter, food, water, basic medicine and other essential supplies. Additionally, more than 100,000 people have been internally displaced since the invasion began,  and the number of displaced people will continue to grow. At the moment, meeting the essential needs of internally displaced people is extremely difficult in Ukraine due to martial law, curfews and threats to the lives of volunteers.

What is now urgently needed is the provision of basic, essential health supplies and medication for people in Ukraine, including those internally displaced, by means of revised importation rules and distribution networks. People who belong to vulnerable and discriminated groups — such as people who use drugs, people in prison, gay and other men who have sex with other men, sex workers and trans people — must not be overlooked in these efforts. Notably, Ukraine has the second largest population of people living with HIV, people with tuberculosis and drug-resistant tuberculosis and opioid dependency in Eastern Europe and Central Asia, and the country has developed successful and progressive harm reduction and treatment programmes, supported by the global community. To sustain those achievements and preserve human life, we ask you to ensure essential provisions including opioid agonist therapy, ARV therapy, and tuberculosis diagnostics and treatments.

Following negotiations between the two sides on 3 March, Ukraine and Russia have agreed tentatively to create humanitarian corridors in the worst-affected areas of Ukraine, where civilians are most at risk from the war. But in reality, there is no clarity on how these passages could be implemented.

Ukraine urgently needs humanitarian corridors supported by intergovernmental and multilateral organizations.

Background

The Regional Platforms for Communication and Coordination were established in 6 regions of the world by the Global Fund within its Community, Rights and Gender Special Initiative (CRG-SI) which was implemented throughout 2014-2016. The work of the Platforms was reaffirmed to be executed throughout 2017-2019 and 2020 – 2022 within a 2nd and 3rd phases of the now called CRG Strategic Initiative. Sine 2017 Eurasian Harm Reduction Association (EHRA) is being the host of the EECA regional Platform.

The regional platforms for communication and coordination are expected to have a key role in engaging civil society organizations and community networks in Global Fund processes. They are responsible to foster regional dialogue, exchange knowledge and good practices among civil society actors and networks, as well as to disseminating information on technical assistance opportunities across civil society and community groups across all countries where the Global Fund has grants and/or countries under Global Fund multi-country grants.

To progress towards these goals, the EHRA in its role as a regional platform is aiming to achieve the following objectives in EECA region:

Sub-objective 1: To enhance community knowledge of the Global Fund and its processes, through the regular bi-directional sharing of tailored and targeted information to a diverse audience.

In particular, EHRA is expecting the results of the survey to help it to understand how the Platform could better organize its work during the next two years in order to achieve its 3 objectives, including, in particular (but not limited to):

  • How the Platform could better target the civil society and communities in the region with the relevant information (what could be improved in the current Platform’s approach to communication, what is the best way to provide civil society in the region with GF related information and how to interest them with it, what other channels of communication could be used etc.).
  • How the Platform should restructure and update its website to make it more attractive and useful for the representatives of civil society and communities in EECA (what topics should be highlighted better, what sections should be added, what challenges people experience when using the website, etc.)

Taking stock of budget advocacy efforts in Eastern Europe, South-Eastern Europe and Central Asiа

We are happy to present the mapping report „Taking stock of budget advocacy efforts in Eastern Europe, South-Eastern Europe and Central Asiа“ summarising budget advocacy efforts, funding and impact during the period 2018-2021 in CEECA countries.  The focus of the assessment is on the role of civil society in budget advocacy, while acknowledging that government leaders, UN and technical partners play important roles as well. The assessment describes key budget advocacy initiatives and HIV donor support for them. The report zooms in the four result areas of advocacy: civil society capacity to advocate; influencing HIV funding levels from national and local public sources; increasing efficiencies in spending; and contracting and funding for NGOs to deliver services. Without offering a comprehensive review, one of the final sections of the report shines light on efforts to influence budgets beyond HIV including in the fields of TB and health systems.

Regional overview is based on eight country case studies exploring national experiences with budget advocacy, emerging challenges, and best practices. Kyrgyzstan, Moldova and Ukraine (lower middle-income countries), Georgia, Kazakhstan and Montenegro (upper middle income countries receiving donor support), and Bulgaria and North Macedonia (post-Global Fund countries) were selected for analysis.

To keep the mapping manageable and focused, this assessment has not attempted to assess neither the impact of the ongoing COVID-19 pandemic on HIV budget advocacy and fiscal space for health financing nor potential savings from reducing criminalization of population behaviours.

Analytical report «Taking stock of budget advocacy efforts in Eastern Europe, South-Eastern Europe and Central Asiа» has been prepared by EHRA in partnership with Open Society Foundations, The Global Fund to Fight AIDS, Tuberculosis and Malaria Sustainability, Transition and Efficiency Strategic Initiative and EECA regional team in cooperation with ECOM – Eurasian Coalition on Health, Rights, Gender and Sexual Diversity and Eurasian Women’s Network on AIDS (EWNA) as partners in the Eurasian Regional Consortium withing project “Thinking outside the box: overcoming challenges in community advocacy for sustainable and high-quality HIV services” supported by the Robert Carr Fund for civil society networks. Information was provided by country, regional and international partners. We are grateful to all our partners, members of Regional Advisory Group on Sustainability, interviewees and reviewers for their time and effort in work on this report.
