Eurasian Harm Reduction Association (EHRA) is a non-for-profit public membership-based organization uniting harm reduction activists and organisations from Central and Eastern Europe and Central Asia (CEECA) with its mission to actively unite and support communities and civil societies to ensure the rights and freedoms, health, and well-being of people who use psychoactive substances in the CEECA region. The Association is registered in Lithuania in 2017 continuing regional harm reduction activists’ network tradition since 1997. 

EHRA strategic goals of advocacy work are: 

• Development and support of national movements of allies advocating for legal regulations aimed at decriminalization, depenalization, and protection of the rights of people who use psychoactive substances;
• Strengthening advocacy for access to high-quality, evidence-based, gender-transformative, non-discriminatory harm reduction services in freedom and in closed settings that have proven to be effective and are based on people’s needs and human rights;
• Sustainability of harm reduction services as part of the transition from donor support to national funding;
• Efficiency and sustainability of EHRA.

According to organizational Statute the General Meeting of members is the main decision-making body in EHRA. The General and Regional Meetings of members are electing members of the Steering Committee, which is the collegial management body of the Association. The Steering Committee appoints the Executive Director of the Association who leads the Secretariat team to implement operational and program activities to fulfil EHRA mission and its Strategy.

EHRA’s Secretariat staff is a team of professionals and experts in advocacy of harm reduction, sustainability and transition, drug policy and drug users’ community mobilization with 10-20 years of experience and expertise. in implementation of regional and national projects supported by the Global Fund to Fight AIDS, Tuberculosis and Malaria, Robert Carr civil society Networks’ Fund, Open Society Foundations, European Commission.

Currently as part of the Global Fund’s Community, Rights and Gender Strategic Initiative, the Eurasian Harm Reduction Association (EHRA) is hosting the EECA Regional Platform for Communication and Coordination. Since 2017 EHRA is plying role of strategic partner and financial agent of Eurasian network of people using drugs (ENPUD).
