EHRA is looking for for the expert to develop and facilitate Workshop in Azerbaijan
The Eurasian Harm Reduction Association (EHRA) in the scope of the EECA Regional Platform project supported by the Global Fund is aimed to organize a workshop targeted on civil society and community representatives in Azerbaijan. The workshop is going to take place in Baku (Azerbaijan) on 7 – 8 of June 2018.
Objectives of the workshop are to:
- To build knowledge on the processes with regard to the transition of national HIV/AIDS and TB responses from Global Fund support to national funding;
- To understand the possible consequences for HIV\TB programs if the planned transition is not well-managed, including looking at examples of some other countries in the region;
- To understand the importance of the involvement of civil society and communities’ representatives in all stages of the transition processes and the existing opportunities and entry points for such involvement;
- To understand what HIV and TB services and program components are the most vulnerable within the transition process in Azerbaijan and to plan the possible actions in 2018 to insure their sustainability;
- To discuss and identify the possible content of the request for TA for civil society and communities in Azerbaijan within the GF CRG TA Program
The working languages of the workshop will be Russian and Azerbaijanian.

EHRA is looking for a consultant to prepare the review of Harm Reduction programs in EECA region
Eurasian Harm Reduction Assosiation (EHRA) is looking for a consultant to prepare the review of the state of Harm Reduction programs and related issues in Eastern and Central Europe and Central Asia (EECA) region. The review should be written in English.
The potantial candidate should:
- Review and comment the provided table compiling national data on injecting drug use, HIV and viral hepatitis and availability of key harm reduction interventions in 29 countries of EECA region;
- Provide in-depth and thoroughly researched feedback on a survey (will be provided) on developments in harm reduction policy, funding and practice in 29 countries of the EECA region since 2016;
- Identify two key issues/topics most relevant to harm reduction development in the EECA region/particular country and provide 500-700 word highlights on this topic for inclusion in the regional chapter of the report;
- Respond to queries from EHRA on submitted deliverables and review the draft regional chapter of the State of Harm Reduction 2018 report.
Each argument in the text should be supported by an example and a link to the source. Soft copies of key literature should be shared with EHRA via a dropbox folder. In case of using quotes from individuals, the consultant must have a signed informed consent from each interviewee.
In order to produce the deliverables above, the consultant should review recently published literature (including academic journal articles and grey literature such as UN and civil society reports) and consult with national experts and key stakeholders at the regional level (including networks of people who use drugs).
EHRA will support the consultant by providing available grey literature published by SCOs and facilitating the contacts between the Consultant and national and regional harm reduction experts / networks of people who use drugs.
Timeline
All tasks should be completed by the 11th of May, 2018:
- The reviewed table and the completed survey response should be submitted by 1stMay 2018 Vilnius time.
- 500-700 word highlights on two issues/topics for inclusion in the regional chapter of the GSHR2018 report should be submitted by 11thMay 2018 Vilnius time.
Payment
Proposed price for the provided survices could not exceed 1700 euro.
Evaluation criteria:
- Relevant experinence (50 points)
- Quality of the CV (20 points)
- Relevant degree (20 points)
- Fluency in written English (10 points)

Based on the results of the tender, EHRA will select several photographers, with whom EHRA will conclude long-term contracts.

Type and subject of the tender:
As part of its work, EHRA requires quality, professional photos to fill the site’s content, groups in social networks, to use it in promotional materials (presentations, stands, guides, methodologies, articles, blogs, interviews, project implementation reports to partners and donors).
As a result of the tender, photographers with the highest amount of points will be chosen. Description of work:
– photography (conferences, meetings, round tables, trainings, seminars, etc.; portrait and group photo sessions of the EHRA team); photo processing.
Requirements to participants of the tender/evaluation criteria:
Essential requirement for the participants:
– place of residence – Lithuania;
– knowledge of Russian or English languages (Intermediate level B1 – minimum);
– work experience as a professional photographer at least 3 years;
– tolerance to vulnerable groups of people.
General requirements:
To assess the tender applications, the following criteria will be used (maximum amount of points for each criterion):

As part of its work, EHRA requires quality translations of various types of documents, reports and publications, such as guidelines and methodologies, analytical articles, blogs, and informational texts for the website, reports on the implementation of projects of various partners and donors:
- from Russian to English language,
- from English to Russian language,
- from Lithuanian to English language,
- from English to Lithuanian language.
Also, as part of its work, EHRA requires quality editing and proofreading of various types of documents, reports and publications:
- in English language,
- in Russian language.
As a result of the tender, consultants with the highest amount of points for each of the following category of work will be chosen:
– (TRE) translation from Russian to English language,
– (TER) translation from English to Russian language,
– (TLE) translation from Lithuanian to English language,
– (TEL) translation from English to Lithuanian language,
– (ER) editing texts in Russian language,
