Eurasian Harm Reduction Association (EHRA) would like to inform initiative groups and organizations of the community of people who use psychoactive substances, as well as organizations working in drug policy and harm reduction field in CEECA region, about the possibility of receiving resource assistance/funding for the activities, related to the advocacy of new harm reduction approaches in the region.
The assistance is provided by the Secretariat of EHRA as part of the project “We Will Not End AIDS Until We Adopt Harm Reduction and End the War on Drugs” of the International Harm Reduction Consortium, which now involves eight international and regional networks of people who use drugs and harm reduction and drug policy organizations, such as International Drug Policy Consortium (IDPC), European Network of People who Use Drugs (EuroNPUD), Eurasian Drug Users Network (ENPUD), Youth RISE, Harm Reduction International (HRI), Middle East and North Africa Harm Reduction Association (MENAHRA), Eurasian Harm Reduction Association (EHRA), and Women and Harm Reduction International Network (WHRIN). The Harm Reduction Consortium exists to challenge the global war on drugs (the critical factor affecting the rights of people who use drugs), to scale-up access to HIV-related harm reduction services, and to advocate for greater resources for harm reduction.
In 2019, EHRA developed “Criminalization Costs” pocket guide, which was created to advise on advocacy of reallocating funds from law enforcement budgets to health and harm reduction budgets for people who use psychoactive substances. This guide is supplementary to the “Criminalization Costs” assessment. In the end of 2019, experts meeting on introduction and promotion of new harm reduction approaches in CEECA region was held in Vilnius, in order to understand how particular harm reduction services working in European countries can be introduced and promoted in CEECA region.
Thus, Eurasian Harm Reduction Association would like to offer its assistance by providing small grants, 2 days training and ongoing technical assistance, related to advocacy of humane drug policy and new harm reduction approaches in your country.
THEMATIC PRIORITIES.
Applicant should select one of the topics of interest:
LIST OF POSSIBLE ACTIVITIES (These are just examples. You can suggest you own activities as well):
- Needs assessment analysis;
- Pilot intervention;
- Round table discussions and other advocacy events;
- Awareness raising campaign;
- Assessment of already existing pilot intervention;
- Etc.
IMPLEMENTATION TIME: May – October, 2020
LANGUAGES: Russian and English
REQUIREMENTS FOR APPLICANTS:
- Be registered in one of the countries of the Central and Eastern Europe and Central Asia region; in case of initiative group it should have a financial agent registered in one of the countries of CEECA;
- Work with/represent/provide services/advocate for the needs of key populations on the national level;
- Describe the problem statement for advocacy of chosen thematic priority;
- Identify the goal, objective and key activities of the small grant.
The total budget for sub-grants is $17,200. 4 groups/organizations will be selected to receive the
funding in the amount of 4,300 USD each for a period up to 6 months.
OUR APPROACH TO GRANT ALLOCATION:
- 4 organizations/ groups will receive funding for the implementation of advocacy activities related to the promotion of selected new harm reduction services on national level;
- Additionally to that, EHRA will organize and finance 2 days national training, including:
- 1 day training on how to use “Criminalization Costs” pocket guide and learning argumentation for the advocacy activities;
- 1 day training on the selected new harm reduction approach – how it works in other countries, how it can be started promoted in applicants country. Expert from the country with the best practice of the chosen harm reduction approach can be invited.
2 days training will serve as informational support for the implementation of small grant.

Applicants who will submit not full package of application documents, won’t be considered as tender participants!
EVALUATION CRITERIA
The submitted applications will be evaluated by the selection committee comprised on EHRA and ENPUD Secretariat members. The following criteria will be used to evaluate the bids (the maximum possible number of points is 100):
- Work experience with key populations (15);
- Problem statement (20);
- Clear and achievable goal and objectives of the small grant (20);
- Realistic and clear timeline and activities of the small grant (25);
- Realistic and justified budget (20).
