Background

Since 2017 Eurasian Harm Reduction Association is being the host of the EECA regional Platform for Communication and Coordination. One of the EHRA responsibilities in its role as EECA Regional Platform is to promote the Global Fund’s Community, Rights and Gender (CRG) Technical Assistance Program among civil society and communities’ representatives involved in the Global Fund-related processes in EECA countries.

To better motivate and support CSOs and CBOs in the region to use the Technical Assistance (TA) available within this Program in 2022, EHRA is planning to sub-contract experts to serve as the EECA Regional Platform National Focal Points aimed at generating the demand for the Global Fund’s CRG TA.

EHRA is looking for experts to serve as the EECA Regional Platform National Focal Points in the following 6 countries: Armenia, Kazakhstan, Moldova, Montenegro, Serbia, Tajikistan.

 

Key tasks to be conducted by the experts.

Each expert selected to become the EECA Platform CRG TA National Focal Point is expected to assist the civil society and communities’ representatives in the relevant country in the development and submission of at least 1 successful request for the CRG TA per country in 2022.

The CRG TA Request to be considered as successful if it is approved by the Global Fund’s CRG Department for TA provision.

In particular, the EECA Platform CRG TA National Focal Points are expected to:

  • Initiate a dialogue with the civil society and communities’ representatives involved in the Global Fund related processes in each selected county about the opportunities available within the CRG TA Program.
  • Provide the civil society and communities’ representatives with all relevant information about the Global Fund CRG TA Program if needed.
  • Help the civil society and communities’ representatives to identify their needs for such TA, including identification of the potential problems which may need to be addressed, formulation of the objectives of such CRG TA in the context of the identified problems, as well as identification of the activities needed to be implemented as a part of the TA to address the identified problems and reach the set objectives.
  • Help to ensure the coordination of the content of the TA Requests among the key national civil society stakeholders, CCM and Fund Portfolio Manager before its submission.
  • Review the content of the draft TA Requests before the submission, help with its finalization if needed.
  • Help to follow up with the GF Secretariat CRG Department on the results of the TA Request consideration (if needed). 

Online training on the key aspects of the CRG TA Program will be provided for the selected consultants by EHRA.

Also, the EECA Platform CRG TA National Focal Points will be expected to do the mapping of the civil society and community-based organizations being the principal, sub and sub-sub-recipients of the Global Fund HIV and TB grants in these 6 countries. The template Excel form for such mapping will be provided by EHRA.

 

Deliverables and Time frame

1 CRG TA Requests per each country being developed, submitted with the support of the EECA Platform CRG TA National Focal Points and approved for the TA provision by the Global Fund CRG Department until November 30, 2022.

Mapping of principal, sub and sub-sub-recipients of the Global Fund HIV and TB grants in each country conducted until June 30, 2022.

 

Cost of services and payment order

Payment will be done for the successful CRG TA request being generated with the support of the EECA Platform CRG TA National Focal Point – 800 USD per TA request (not more than 1 request per country in 2022). Of this amount, 400 USD will be paid after the fact of the submission of the TA request is confirmed, and the other 400 USD will be paid after the request is accepted and approved for TA provision by Global Fund CRG Department. In case the TA request is rejected by Global Fund CRG Department – the second half of the 800 USD will not be paid to the Focal Point.

Also, 400 USD to be paid after the submission of the result of the mapping of CSOs and CBOs – PRs, SRs and SSRs of the Global Fund grants in each of 2 countries.

Payment should be executed for the completed services after receiving the invoice and act of service rendered and the result of work.

The total contract cost for the work of one consultant under this ToR in 2022 should not exceed 1 200 USD (including all taxes).

 

Evaluation Criteria

 

An evaluation panel will assess the extent to which proposals submitted in response to this announcement meet the evaluation criteria below.

The minimum technical score is 90. Only candidates with a minimum score of 90 points out of a maximum of 100 are considered eligible for the assignment. Consultants with proven work experience in the community organization would be given a priority.

The candidates with the highest technical score that meets the requirement will be invited for negotiation of the agreement.

General terms

Interested consultants should pay attention to the following conditions:

  • EHRA will sign an agreement with the winner of the competitive selection. The contract will define a detailed work plan and payment terms.
  • EHRA reserves the right (but does not commit itself to obligations) to enter into negotiations with one or more applicants in order to obtain clarifications or additional information, as well as to agree on the timing of work. No conflict of interest (should be declared in the Letter of Interest);
  • No conflict of interest (should be stated in the letter of interest);
  • Fluency in language relevant for the country in which the expert is interested, as well as in English (desirable).

Objectives of the tender:

EHRA announces a tender for the selection of simultaneous interpreters from English into Russian and from Russian into English for long-term cooperation (remote online work). Based on the results of the tender, several simultaneous interpreters will be selected, with whom EHRA will sign long-term contracts.

Evaluation criteria:

Submitted applications will be evaluated by the evaluation panel of the Eurasian Harm Reduction Association.

A two-stage procedure will be utilized in evaluating the proposals:

  • evaluation of the previous experience (portfolio) via technical criteria – 80% in total evaluation;
  • comparison of the costs (per-hour cost in EUR) – 20% in total evaluation.

Cost evaluation is only undertaken for technical submissions that score a minimum 80 points out of a maximum of 100 as a requirement to pass the technical evaluation. A proposal which fails to achieve the minimum technical threshold will not be considered further.

 To assess submitted applications, the following technical criteria will be used (80%) (maximum possible number of points is 100): Points
Simultaneous interpretation experience in public health and human rights, harm reduction, drug policy, response to the HIV epidemic (at least 1 year) 50

Cost proposal (20%): EHRA will allocate same importance to the provided portfolio and recorded experience as to the cost of the services. The cost proposal will be evaluated in terms of best value-for money (per hour cost in EUR working remotely online). Kindly make sure to specify in euro the hourly cost of online simultaneous interpreting, as well as the rate for an 8-hour working day for live meetings.

General terms

Interested consultants should pay attention to the following conditions:

  • This RFP shall not be interpreted as a contract or obligation of any kind. This invitation to tender does not in any way oblige EHRA to enter into contracts, nor does it oblige EHRA to pay any costs incurred in preparing and submitting applications.
  • Participants must confirm that the cost of the works specified in the application are valid for a period of at least 24 months from the date of the competition.
  • During the evaluation period, EHRA reserves the right to ask candidates to complete an additional task in the form of simultaneous interpretation.
  • Based on the results of the tender, a contract for the provision of services for a two-year period will be signed with the winners. The contract is not an employment contract. Payment of all taxes and social insurance is the responsibility of the contractor. Further work will be carried out in accordance with the request of EHRA, which will indicate the timing and other specific conditions.

Background

Eurasian Harm Reduction Association (EHRA) is a not-for-profit public membership-based organization uniting harm reduction activists and organisations from Central and Eastern Europe and Central Asia (CEECA) with its mission to actively unite and support communities and civil societies to ensure the rights and freedoms, health, and well-being of people who use psychoactive substances in the CEECA region.

EHRA produces up to 20 different publications per year, based on collected information or conducted meetings.

This call for proposals is organized within the  “Moving Together Towards Quality and Equality: Improved Sustainable Services for ISPs in EECA” project of the Eurasian Regional Consortium financed by the Robert Carr civil society Networks Fund (RCF).

The Eurasian Regional Consortium joins the efforts of Eurasian Coalition on Health, Rights, Gender and Sexual Diversity (ECOM), Eurasian Women’s AIDS Network (EWNA), Eurasian Harm Reduction Association (EHRA), Sex Workers’ Rights Advocacy Network (SWAN) and movement that unites teenagers from the region of Eastern Europe and Central Asia TEENERGIZER to effectively address the lack of financial sustainability in prevention, treatment, care and support programs for the key populations vulnerable in terms of their rights violation and the risk of HIV.

 

EHRA invites community-led groups interested in conducting the study on client satisfaction with opioid maintenance treatment based on EHRA’s methodology and in cooperation with professional researchers to submit their project proposals.

Community-led monitoring has a critical role in identifying and effectively addressing issues and bottlenecks in reaching, connecting and retaining people along the prevention and treatment continuums and improving the quality of care. Information gathered within the monitoring can be leveraged by users/communities to help understand, explain, justify and specify within their advocacy the changes that have to be made. The proposed methodology will help assess the quality of services, clients’ perception of OST program and their quality of life.

 

Scope of work

ONE successful candidate will receive 10000 USD on research-related activities. The selected candidate will:

  • Work closely with researchers on methodology adaptation to the country context
  • Recruit interviewers and study participants
  • Participate in data analysis and development of the report and recommendations
  • Present the research to the relevant stakeholders

Implementation period: Till November 30, 2022

 Eligibility criteria:

  • Officially registered community-based organization working in drug policy and harm reduction
  • Initiative group working in drug policy and harm reduction that has financial agent registered in one of the project countries
  • Civil society organization working closely and in the interests of the community of people who use drugs

Terms of Reference for the consultant to conduct the EECA Regional Civil Society Survey on the work of the EECA Regional Platform

Background

The Regional Platforms for Communication and Coordination were established in 6 regions of the world by the Global Fund within its Community, Rights and Gender Special Initiative (CRG-SI) which was implemented throughout 2014-2016. The work of the Platforms was reaffirmed to be executed throughout 2017-2019 and 2020 – 2022 within a 2nd and 3rd phases of the now called CRG Strategic Initiative. Sine 2017 Eurasian Harm Reduction Association (EHRA) is being the host of the EECA regional Platform.

The regional platforms for communication and coordination are expected to have a key role in engaging civil society organizations and community networks in Global Fund processes. They are responsible to foster regional dialogue, exchange knowledge and good practices among civil society actors and networks, as well as to disseminating information on technical assistance opportunities across civil society and community groups across all countries where the Global Fund has grants and/or countries under Global Fund multi-country grants.

To progress towards these goals, the EHRA in its role as a regional platform is aiming to achieve the following objectives in EECA region:

Sub-objective 1: To enhance community knowledge of the Global Fund and its processes, through the regular bi-directional sharing of tailored and targeted information to a diverse audience.

Sub-objective 2: To strengthen the capacity and coordination of communities to engage in national and regional Global Fund grants and related processes.

Sub-objective 3: To improve community access to technical assistance through information-sharing, linkage to appropriate providers, support developing requests, and strengthening TA provider capacity and coordination.

To ensure proper communication in order to achieve above-mentioned objectives, the EECA Platform uses the next communication channels:

EHRA is looking for the expert to conduct the EECA Regional Civil Society Survey on the work of the EECA Regional Platform.

Purpose and scope of the survey

The survey aims to help EHRA to understand the experience of communities, KAP and partners within and outside the EECA region with the EECA Regional Platform and collect specific requests and recommendations on what could be sustained, improved or changed in its work in 2022 – 2023.

In particular, EHRA is expecting the results of the survey to help it to understand how the Platform could better organize its work during the next two years in order to achieve its 3 objectives, including, in particular (but not limited to):

  • How the Platform could better target the civil society and communities in the region with the relevant information (what could be improved in the current Platform’s approach to communication, what is the best way to provide civil society in the region with GF related information and how to interest them with it, what other channels of communication could be used etc.).
  • How the Platform should restructure and update its website to make it more attractive and useful for the representatives of civil society and communities in EECA (what topics should be highlighted better, what sections should be added, what challenges people experience when using the website, etc.)
  • What the Platform could do better to make its work more visible in the region
  • How the Platform could act better to strengthen the capacity of civil society to get better engagement into the national Global Fund related processes in their countries
  • What the Platform could do better to ensure the access of civil society and communities’ representatives in the region to the available technical support (including CRG TA in particular)
  • In what areas there could be a stronger role for the Platform in the region

Key tasks to be conducted by the expert

Before proceeding with organization of the survey process the expert sub-contracted by EHRA under this ToR is expected to familiarize themselves with:

  • the Platform’s communication channels including website and accounts in social networks
  • the Platform’s work plan for 2021 – 2023
  • the EHRA report on the C19RM support project in 2021
  • the EHRA report on the Platform’s work in 2017 – 2020

All relevant documents will be provided by EHRA to the selected consultant.

Next approaches to data collection are expected to be used by the consultant:

  • Semi-structured interviews with the representatives of the next categories of the respondents:

  • NGOs which received CRG TA / C19RM related TA with the support of the EECA Platform in 2020 – 2021 (4 interviews)
  • Partners involved in the implementation of the Components 1 and 2 of the CRG SI in EECA region (3 interviews)
  • CRG TA providers which had the experience of CRG TA provision in EECA region in 2020 – 2021 (3 interviews)
  • Principal recipients of the Global Fund’s HIV and TB multi-country grants in EECA (2 interviews)
  • Members of the relevant Delegations to the GF Board from EECA region (3 interviews)

  • Global Fund’s Secretariat CRG Department and EECA team (2 interviews)

  • Key EHRA partners in the region from among key populations networks (3 interviews)

As some of the interviewees could represent more than one category of key respondent, not less than 15 interviews should be conducted altogether covering all the above listed categories.

  • Online survey in two languages (Russian and English) available for any interested civil society and communities’ representatives from EECA region. SurveyMonkey or Google forms could be used as a base for the online survey.

The consultant will be expected to develop and agree with EHRA:

  • The list of the key informants to be interviewed
  • The questionnaires for the different categories of the key informants to be interviewed
  • The questionnaire for the online survey
  • The outline of the report on the results of the survey

Cost of services and payment order

The total contract cost for the work of the consultant under this ToR should not exceed 2 300 USD (including all taxes).

Payment should be executed for the completed services after the exception by EHRA of the report on the results of the survey and based on the invoice and act of service rendered.

Background

Eurasian Harm Reduction Association (EHRA) is a non-for-profit public membership-based organization uniting harm reduction activists and organisations from Central and Eastern Europe and Central Asia (CEECA) with its mission to actively unite and support communities and civil societies to ensure the rights and freedoms, health.

Being a partner of the Alliance for Public Health, the All-Ukrainian Network of PLWH 100% Life and other regional networks in the implementation of the Global Fund funded regional HIV project “Sustainability of services for key populations in Eastern Europe and Central Asia”, EHRA is aimed at the improving the financial sustainability and allocative efficiency of HIV programs in EECA countries.

To contribute to this objective, in 2020 – 2021 EHRA has developed and piloted a methodology and tool for assessing the fulfillment of the commitments taken by the governments to ensure the sustainability of HIV response among key populations in the context of transition from the donors’ / Global Fund’s support. It is expected that the results of such assessment will help representatives of key affected communities maintain their awareness and engagement in monitoring of the transition related process and advocate for the sustainability of the national response to HIV.

In 2021, while piloting the developed methodology and tool, EHRA conducted nine assessments in such EECA countries as Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Montenegro, North Macedonia, Serbia and Tajikistan.

EHRA is looking for a consultant to help with updating the current version of the methodology and tool based on the results of its piloting in 2021.

Purpose of the consultancy

 The consultant is expected to revise and finalize the methodology and tool for assessing the fulfillment of the commitments taken by the governments to ensure the sustainability of HIV response among key populations in the context of transition from the Global Fund’s support based on piloting conducted in 9 EECA countries in 2021. Therefore, EHRA suggests that the consultant’s work process should include (but not be limited to) the following steps:

  1. Familiarizing himself/herself with the current version of the methodology and tool as well as with the reports on the results of the assessments and with the list of methodological and technical challenges being identified so far (to be provided by EHRA).
  2. To develop and agree with EHRA questionnaires for the semistructured interviews on the methodology related challenges and in consultation with EHRA colleagues to prepare a list of experts to be interviewed. Total number of interviews should not exceed 12. Alternatively, online focus groups could be conducted with the key respondents targeting not less than 12 people altogether.
  3. To conduct and analyze the interviews with the selected experts.
  4. Based on the collected information – to update and finalize the methodology and tool for assessing the fulfillment of HIV related sustainability commitments given by the national governments in the context of country transition from the Global Fund’s support to national funding.

An Assessment Guide “Benchmarking Sustainability of the HIV Response in the Context of Transition from Donor Funding” together with the Transition Monitoring Tool in Excel format will be provided to the consultants by EHRA in English. In addition, EHRA will provide the selected consultant with (1) national reports on completed assessments and (2) contacts of the experts who conducted the national assessments.

EHRA will support the selected expert in understanding of the methodology and by periodic review of the deliverables.

Consultants are expected to be available for by-weekly calls with EHRA assigned staff/experts to discuss the progress/challenges with the completion of the task.

 

Scope of Services

Following products (in English) should be delivered as a result of the work being done by a consultant under this ToR:

– Revised and finalized methodology to assess of the fulfillment of the commitments taken by the governments to ensure the sustainability of HIV response among key populations in the context of transition from the Global Fund’s support;

– Revised and finalized tool(s) required to do such assessment including the instruction for local consultants on how to use them.

 

Proposed timeline:

– By 8th of April – the consultant should familiarize himself/herself with all the provided by EHRA assessment related documents

– By 15th of April – to develop the questionnaires for the interviews / focus group discussions and agree on the list of key respondents

– By 20th of May – to conduct all interviews / focus groups

– By 20.06.2022 the consultant should provide the assigned EHRA staff/experts with a draft version of the revised and updated documents for review as specified in the section «Expected Results» of this ToR.

– By 11.07.2022 the consultant must provide to EHRA assigned staff/experts a pre-final version of the revised and updated documents specified in the section «Expected Results».

– By 25.07.2022 the Consultant must provide to EHRA assigned staff/experts the final version of the documents specified in the section «Expected Results».

 

Cost of services and payment order

The total contract cost for the consultant’s work under this ToR should not exceed 4,500 USD (including all taxes and related expenses). Considering the TOR timeframe, it is assumed that the payment under the contract will be divided into two parts:

– 50% will be paid to the consultant after developing and submitting the first draft of revised and finalized assessment methodology and related TOR documents to EHRA assigned staff/experts.

– 50% will be paid after revising and finalizing the assessment methodology and related to TOR documents will be reviewed and approved by EHRA assigned staff/experts.

 

Evaluation criteria / requirements for candidates:

Submitted applications will be evaluated by the evaluation panel of the Eurasian Harm Reduction Association.

A two-stage procedure will be utilized in evaluating the proposals:

  • evaluation of the previous experience (portfolio) via technical criteria – 80% in total evaluation.
  • comparison of the costs (best value for money) – 20% in total evaluation. The EHRA will evaluate the proposal regarding the best value for money (price in euros and other factors are taken into account).

Cost evaluation is only undertaken for technical submissions that score a minimum 80 points out of a maximum of 100 as a requirement to pass the technical evaluation. A proposal which fails to achieve the minimum technical threshold will not be considered further.

Background

Eurasian Harm Reduction Association (EHRA) is a non-for-profit public membership-based organization uniting harm reduction activists and organisations from Central and Eastern Europe and Central Asia (CEECA) with its mission to actively unite and support communities and civil societies to ensure the rights and freedoms, health, and well-being of people who use psychoactive substances in the CEECA region.

Covid-19 pandemic affected not only provision of harm reduction and other health and social services worldwide, but also made an influence on drug scene and drug use patterns changes. Anecdotal data in CEECA region shows that more new psychoactive substances, and/ or substances which were not before accessible there, entered the drug markets[1]. EHRA as a part of the RCF Covid-19 Grant Relief project is looking for a consultant to conduct community-based[2] assessment on drug scene and drug use patterns changes during Covid-19 in CEECA region.

 

Objectives of the consultancy:

  • To develop methodology for the community-based assessment in consultation and agreement with EHRA. The current vision of methodology includes desk research and collection of data through the online questionnaires, however it is not limited to the before mentioned activities.
  • To collect data for the report. We expect consultant to collect data from at least 200 people in 28 countries[3] of CEECA region (number of questionnaires per country will be agreed while signing the agreement with selected consultant).
  • To process data for the preparation of report.
  • To develop a regional report on drug scene and drug use patterns changes during Covid-19 in CEECA region. Report should be written in English or Russian language and not exceed 30 pages.

Only consultants who are fluent and understand both – Russian and English can apply.

Assessment should analyze, but is not limited to the following questions, which will be discussed with a selected consultant during preparatory work:

  • What drugs people used before Covid-19 and did their drug of choice changed during pandemic? What is their new drug of choice?
  • What was the reason that people switched to other drugs during Covid-19?
  • Did the administration route of drugs change?
  • Did the method of purchasing of drugs change?
  • If there is seen an increase of overdoses during Covid-19?
  • How the prices of drugs changed?
  • Are people facing any mental health issues during Covid-19? What are the issues and what actions are taken to respond to it?
  • Are people facing any challenges in receiving health, social and legal support during Covid-19?

!!! Please, notice that assessment should be conducted online. There is no available budget for consultant to travel to countries. EHRA will support consultant to connect with national partners, however we expect consultant to have at least minimal connection with partners from CEECA region.

Proposed timeline:

  • Methodology for the community-based assessment should be prepared and agreed with EHRA by 21st March, 2022.
  • Data in 28 countries of CEECA region should be collected by 2nd May, 2022.
  • 1st draft of the report should be developed and send to EHRA for a feedback by 23rd May, 2022.
  • Final version of the report should be ready by 6th June, 2022.

EHRA as a part of the RCF Covid-19 Grant Relief project is looking for a consultant to develop a training manual on online peer work and harm reduction services, and leading national trainings. There are loads of resources developed for the experts and specialists on how to provide online outreach and harm reduction services, however there is a need for a manual for peer workers on how to provide online support for people who use drugs and other key affected populations. Some of the already developed resources for specialists and experts are:

Objectives of the consultancy:

  • To prepare an outline for the manual in agreement with EHRA and Youth RISE, as partners of the Consortium.
  • To develop a training resource (manual) on provision of online peer work and harm reduction services and support national and regional capacity building. Manual should be written in English or Russian language and not exceed 50 pages. The preliminary topics, which should be included in the training manual:
  • Basic definitions
  • Short overview on online peer work/education
  • How can peers provide harm reduction services online?
  • How to provide peer education online?
  • How to provide mental health support online?
  • How can peers build trust online?
  • How to refer people to the specialists?
  • In which platforms to communicate with clients?
  • How to ensure safety online?

* Topics should be supported by already existing best practices from all the world.

  • Based on the developed manual, to lead 3 national trainings for EHRA national partners (small grantees).
  • To support national/ regional partners (if needed) with advice, while implementing small grant and piloting activities.

Proposed timeline:

  • Outline for the manual should be prepared and agreed with EHRA and Youth RISE by February 21, 2022.
  • Manual should be developed by 27th March, 2022.
  • National trainings should be organized by the end mid of June, 2022.
  • Ongoing online support should be provided to national partners by the end of implementation of small grants.

Background information

The COVID-19 pandemin has significantly affected the way we communicate and work.  We are increasingly using digital tools and the internet for document management, internal and external communication. Most events, such as work meetings, training sessions, workshops and conferences are moving to an online format. This creates additional risks for the organisation related to leakage of confidential information, theft of personal data/documents, hacking of emails and software, surveillance, wiretapping, use of such information for public accusations, etc.

The organisation has developed and adopted a number of internal regulations on data protection and information systems, employee confidentiality and non-disclosure, personal data protection policy which is compliant with the EU General Data Protection Regulation (GDPR). EHRA plans to conduct regular reviews of digital security risks and discuss measures to prevent technical, reputational and other risks that depend heavily on digital literacy, habits and safe use of the Internet for work, internal and external communications.

In addition, the promotion of the organisation’s values and active advocacy efforts cause negative reactions from a conservative part of the public, putting individual staff and members at additional risk of being targeted for repressive measures against freedom of expression and information. Working with sensitive and political issues, human rights activities and supporting activists in totalitarian countries creates additional risks in the organisation’s public online communication, which need to be analysed and minimised.

Objectives of the consultancy:

The aim is to provide technical assistance to EHRA to develop an algorithm and approaches on digital security and risk reduction in public communication, taking into account the main risks associated with the communication topics: promotion of harm reduction, advocacy for reform of repressive drug policies, and protection of the human rights of people who use drugs.

The objectives are:

  1. Conduct an audit/analysis of internal documentation, existing EHRA practices and policies on digital security and personal data protection with an analysis of personal and organisational risks
  2. Conduct a consultation with EHRA team on digital security and risk mitigation in public communication. A face-to-face meeting is scheduled for 23-24 March in Belgrade. EHRA will cover travel and accommodation costs for consultant.
  3. Propose algorithms/protocols on security in digital communication for EHRA Secretariat and members.
  4. Conduct an online training / webinar for EHRA members on implementation of EHRA algorithm/protocol on security in digital communication.

The assignment can be completed in Russian or English.

EHRA Secretariat will act as a reference point and will support a consultant to ensure a seamless process.

Timeline.

The assignment must be completed no later than 31 May 2022.

Background

Eurasian Harm Reduction Association (EHRA) is a non-for-profit public membership-based organization uniting harm reduction activists and organisations from Central and Eastern Europe and Central Asia (CEECA) with its mission to actively unite and support communities and civil societies to ensure the rights and freedoms, health, and well-being of people who use psychoactive substances in the CEECA region.

Objectives of the tender:

EHRA announces a tender for the selection of simultaneous interpreters from English into Russian and from Russian into English for long-term cooperation (remote online work). Based on the results of the tender, several simultaneous interpreters will be selected, with whom EHRA will sign long-term contracts.

Evaluation criteria:

Submitted applications will be evaluated by the evaluation panel of the Eurasian Harm Reduction Association.

A two-stage procedure will be utilized in evaluating the proposals:

  • evaluation of the previous experience (portfolio) via technical criteria – 80% in total evaluation;
  • comparison of the costs (per-hour cost in EUR) – 20% in total evaluation.

Cost evaluation is only undertaken for technical submissions that score a minimum 80 points out of a maximum of 100 as a requirement to pass the technical evaluation. A proposal which fails to achieve the minimum technical threshold will not be considered further.

 

 To assess submitted applications, the following technical criteria will be used (80%) (maximum possible number of points is 100): Points
Simultaneous interpretation experience in public health and human rights, harm reduction, drug policy, response to the HIV epidemic (at least 1 year) 50
Academic background (degree in linguistics, philology, etc., special courses for interpreters, certificates, etc.) 50
Maximum possible number of points 100

Cost proposal (20%): EHRA will allocate same importance to the provided portfolio and recorded experience as to the cost of the services. The cost proposal will be evaluated in terms of best value-for money (per hour cost in EUR working remotely online).

How to apply

To be eligible as an EHRA consultant, any organization or individual must comply with the Eurasian Harm Reduction Association Code of Ethics which you can find at the following link: https://old.harmreductioneurasia.org/ehra-code-of-ethics/

Applicants must submit the following documents:

  1. CV with relevant information in the field of simultaneous interpretation and education.
  2. Application (motivation letter) in free form, in which you must specify:

–   cost per hour in EUR of remote work online;

–  the subject matter in which you are working, taking into account the specifics of EHRA, especially highlighting services for UN agencies or the Global Fund, services to combat HIV, TB and malaria;

–  contact details of persons for whom you have provided interpretation services in the last 6 months (2-3 events).

ATTENTION. If these documents are not submitted in full, the participant will not be allowed to take part in the tender.

General terms

Interested consultants should pay attention to the following conditions:

  • This RFP shall not be interpreted as a contract or obligation of any kind. This invitation to tender does not in any way oblige EHRA to enter into contracts, nor does it oblige EHRA to pay any costs incurred in preparing and submitting applications.
  • Participants must confirm that the cost of the works specified in the application are valid for a period of at least 24 months from the date of the competition.
  • During the evaluation period, EHRA reserves the right to ask candidates to complete an additional task in the form of simultaneous interpretation.
  • Based on the results of the tender, a contract for the provision of services for a two-year period will be signed with the winners. The contract is not an employment contract. Payment of all taxes and social insurance is the responsibility of the contractor. Further work will be carried out in accordance with the request of EHRA, which will indicate the timing and other specific conditions.
