Criminalization costs

Criminalization costs is a useful advocacy tool for civil society and community organizations who want to influence harm reduction and drug policy budgets, and related processes in their countries. The findings of the criminalization costs can support arguments for redirecting funds from repression to medical and social support and harm reduction services for people who use drugs, prevent the overpopulation of prisons for drug related offenses, positively impact the quality of life of people who use drugs, and save public money.

Harm Reduction Expenditure Tracking Tool

The harm reduction expenditure tracking tool was developed to assess total and unit expenditure in-country over two fiscal years for needle and syringe exchange programs and opioid substitution therapy. The tool was created for use by civil society groups to advocate for increased funding for harm reduction as HIV prevention in Eastern Europe and Central Asia. The results will facilitate evidence-based decision making by filling a current data gap on expenditure levels for harm reduction in the region.

Harm Reduction Funding Gap Assessment Tool

The harm reduction funding gap assessment tool was developed to estimate the funding gap for harm reduction programs in-country. The funding gap will show the difference in financial resource needs and commitments by year for needle and syringe exchange programs and opioid substitution therapy programs. The tool was created for use by civil society groups to advocate for increased funding for harm reduction as HIV prevention in Eastern Europe and Central Asia.

Harm Reduction Unit Costing Tool

The harm reduction unit costing tool was developed to estimate in-country unit cost per client per year for opioid substitution therapy and needle and syringe exchange services. The tool was created for use by civil society groups to advocate for increased funding for harm reduction as HIV prevention in Eastern Europe and Central Asia. The results will facilitate evidence-based decision making by filling a current data gap on the costs of providing harm reduction in different countries in the region.

Budget Advocacy School

Budget Advocacy School is a resource center whose main tasks are to increase the organizational, advocacy and analysis capacity of civil society institutions working in the fields of public health and budget advocacy in the countries of the region of Eastern Europe and Central Asia.
