On 6 – 19 September, 2021 Eurasian Harm Reduction Association (EHRA) conducted:
- General meeting of its members to elect 2 representatives from the community of people who use drugs, and
- Regional meetings from the particular regions: Central Europe, Ukraine-Moldova-Belarus, Caucasus, Central Asia.
Quorum for the Regional and General meetings to elect new Steering Committee members needed no less than one third of the members from the particular region.
CAUCASUS. In total the region has 32 official EHRA members, who were eligible to vote. From those 32 members – 23 participated in the meeting and cast the vote for their candidate, which means, that quorum was met, because 71,88% of members from the region participated in the elections of the SC member. 1 vote was counted as not eligible.
The results of voting:
Irma Kirtadze – 20 votes (86,96 % of all valid votes)
Ashot Gevorgyan – 3 votes (13,04 % of all valid votes)
Irma Kirtadze is elected for 3 years term as EHRA Steering Committee member to represent Caucasus region.
CENTRAL ASIA. In total the region has 73 official EHRA members, who were eligible to vote. From those 73 members – 28 participated in the meeting and cast the vote for their candidate, which means, that quorum was met, because 38,36% of members from the region participated in the elections of the SC member. 2 votes were counted as not eligible.
The results of voting:
25 participants voted for candidate Pulod Dzhamolov (89,29% of all valid votes)
3 participants voted against candidate Pulod Dzhamolov (10,71% of all valid votes)
Pulod Dzhamolov is elected for 3 years term as EHRA Steering Committee member to represent Central Asia region.
COMMUNITY OF PEOPLE WHO USE DRUGS. In total 21 person identified themselves as people who use drugs. 3 votes were counted as not eligible.
The results of voting:
9 participants voted for candidate Aydana Fedosik (50 % of all valid votes)
9 participants voted against candidate Aydana Fedosik (50 % of all valid votes)
Aydana Fedosik was not elected for 3 years term as EHRA Steering Committee member to represent community of people who use drugs. Re-election for the representative of community of people who use drugs will be needed.
Regional meetings in Central Europe, Central Asia regions and in the community of people who use drugs were not held, according to the Regulations of the Steering Committee of Eurasian Harm Reduction Association. Article 8.7. of the Regulations states: “However, if a sole nominee is entering the second term of Steering Committee membership, he/she is appointed without the elections.“ In each of above-mentioned regions, EHRA received per one application from current Steering Committee members:
Dominika Jasekova (representing Central Europe region)
and
Ala Iatco (representing Ukraine-Moldova-Belarus region). In this case, both candidates were appointed to be Steering Committee members without elections.
The same rule was applied to the General meeting to elect representatives from the community of people who use drugs. As there were 2 seats in the Steering Committee from the community of people who use drugs and EHRA received 2 applications from which one is from the current Steering Committee member – Vitalii Rabinciuc, was appointed to be Steering Committee member without elections.
